The Town of Greater Napanee has seen interest from some residents regarding the keeping of chickens inside urban areas. As an initial step, the Town is seeking resident input to determine levels of interest on this subject. Your feedback will help shape the recommendations that staff bring forward to Council.
Current Rules
Currently, keeping of chickens is regulated along with the keeping of other livestock animals through the Town’s Zoning By-law. Chickens are only permitted to be kept on properties that are zoned as Prime Agriculture (PA) or Rural (RU). Chickens are not permitted in any residential or commercial zoned property.
Potential Rules
Some other municipalities in Ontario have adopted backyard chicken by-laws to allow for the keeping of hens in urban areas. These by-laws are subject to regulations which protect the welfare of the animals as well as reduce potential nuisance impacts on neighbors. Typically they prohibit keeping roosters, selling of eggs, and slaughter of chickens on the property, as well as setting rules for the minimum size of chicken coops and minimum setbacks from property lines.
Share your thoughts on the allowance of urban area chickens by completing our survey. The survey is open until July 22, 2022.
We'd like to hear your feedback and comments that we can incorporate into a recommendation to Council. Submit your comments below.

I don't see any reason not to allow chickens if there is licensing/inspection etc to ensure proper care and safety of the chickens. There will be good people looking after them well...and those that don't. I think a training program would be great...vet care, feeding, coop building, fencing etc

It would be good if the survey included a link to finding your ward so you could quickly complete that part. Other aspects of the survey need some fine-tuning. Love the idea and it is in line with what other areas are doing to help with sustainability and food security.

Shouldn't be dead options "option three" that you can click and don't mean anything. Kinda looks shoddy and quickly put together which isn't really what I want from my township.
