2026 Budget Process

Effective May 1, 2025 In 2025, the Province announced that Strong Mayor Powers will be extended to 169 additional municipalities, including the Town of Greater Napanee.

The Town of Greater Napanee will begin the 2026 budget process in the Fall of 2025, with approval expected prior to the end of 2025. Council will be holding a number of special meetings to receive the proposed budget and make amendments, within the framework of Part VI.1 of the Municipal Act, 2001 and Ontario Regulation 50/22. Meeting information and reports will be posted on this page before and after each session.

The Annual Operating Budget provides funding for services including governance, police and fire protection, road and existing infrastructure maintenance, parks, recreation and cultural services, and planning and economic development services.

The Annual Capital Budget provides funding for investments in key strategic priorities for the Town's future and covers costs of constructing and renewing buildings, roads, parks, and equipment replacement.

  • Share Has there been any though about updating the winter parking ban? It seems very restrictive. It only snows once in awhile, but you cannot park on the road every night.     Thanks for your question. The winter parking ban ensures plows are able to quickly and safely respond to winter storms. We haven't looked at the winter parking ban in the context of the 2024 budget, as there are by-law and policy decisions that would need to be made first. However, your comments will be passed on to the applicable staff.

My wife has a bad back injury and has to drive an average of 30 minutes to get to pools located in Kingston, Belleville and Picton as it depends on availability. This commute sometimes deters her recovery as it can create more issues due to time spent in the car. Im sure my wife who is young is not the only demographic who would benefit from low impact exercise in the pool.     Hi Ryan,

    The Pool Advisory Committee has been working for a number of years to gather information about the community need, capital costs, and ongoing operating costs of a public pool in Greater Napanee. The draft operating budget contains a proposed amount from the Committee for detailed design, and the draft capital budget will contain an amount to begin growing a dedicated reserve fund for a future pool. Any large-scale recreation project such as a pool would be a significant investment both for the initial cost of construction and for the operational costs over the life of the facility and will require in-depth community consultation on an ongoing basis.
