On November 12, 2024, Town Council adopted a new Parks By-law and Encampment Response Protocol following an extensive community consultation. This protocol establishes sensitive use areas where encampments are not permitted, and rules regarding size and cleanliness that must be followed for encampments on public land outside of the sensitive use areas.

Council will be reviewing the Parks By-law and Encampment Protocol at the end of the summer, and is looking for community input on how the Town’s implementation of this by-law can be improved.

Why can PELASS not come up with a concrete solution to the endless number of campers in Greater Napanee ? Put them in Institutions,there has to be numerous mothballed institutions that could house them.Give the Parks back to the public.

I find it Hilarious that the Town and County are at war about the Encampment Map issue? Map so we are rolling out the red carpet for more pests to infest what was once a great place to shop and live in.More wasted Tax dollars on people who contribute nothing but problems to Town residents.

There definitely needs to be a place for these people to go but it doesn't have to be "prime" real estate. lol! Can a "field" just outside of cities and towns be created for these people. Perhaps fenced in a bit and then left alone. One area for the worst ones to do what they do and one area for the less violent ones. That one "safer" area could have more services and help. the violent ones should be left to their own devices since nobody can handle them and they hurt each other. The children and young mom's should be helped and priority and the ones who can't be housed should be given a patch of land in a less central location. I had a couple living in my backyard and they were just fine in a tent. They don't want to go to shelters. Their stuff would get stolen but others in the shelter. They also need larger storage lockers for storing their stuff. These could be coin operated and large enough for tents, generators and clothes. Public showers and laundry should be supervised and coin operated.

Addressing homelessness and addiction in Napanee requires acknowledging the reality that not all individuals experiencing homelessness are seeking support or change. Some may choose to live on the streets and use drugs, viewing their lifestyle as preferable or unavoidable. This presents a unique set of challenges that demands a nuanced approach. There are mutliple issues at hand here. We (citizens) lack the training or outreach to fix this issue.
Homelessness and addiction are intertwined challenges that require a multifaceted approach.
In Napanee, where community spirit runs deep, we have the potential to implement effective solutions that address both issues head-on.
We need to help those who are homeless due to a situation not related to drugs/mental illness . Those folks who lost their home to other reasons (emergency shelter, lack of education , rising living costs, lack of employment, issues with their current residence and its safety etc.) They are the people we need to help today. Get them off the street first.
They need to be fast tracked.

Those who are choosing due to mental health issues or are deep in the addiction cycle, need increased health care, opportunity and education on getting clean and the hand needed to get sober and in a home only if clean from drugs. You need to want to get clean before any solution can be found.

Those people who are choosing that life, have a right to be safe in their tent, that means a piece of land that has room for tents, that is policed by trained police who understand addiction, resources from mental and health units for regular innoculation, health care and mental health care. Hoping that one day they are able to see the light and get out of the addiction cycle.
No one grows up and thinks "Can't wait to be a drug addict" this is a deep routed issue in people that we need to change first the outcome is addiction and homelessness.
Health Care, Mental Health Care, Educated Police and engagement from trained personnel is the answer with a clearly defined policies on where you can and can-not camp (parks, yards, schools, play areas, against the Napanee sign in the park etc. etc.) they need a "home" a space for their tent we have empty public property owned by the city that can be utilized. On entry , the people get innoculated, a check up, proper care etc. almost like an asylum without the walls.
I just think we need to start at the beginning and understand what we can do when these folks are young and struggling will in the long run help them not become a statistic in Napanee.
